The Emergency Food and Shelter Program (EFSP) began in 1983 with a $50 million federal appropriation. The program was created by Congress to help meet the needs of people who are hungry and homeless throughout the United States and its territories by allocating federal funds for the provision of food and shelter to nonprofit or governmental organizations in local communities.
Opening the door to her newly created office space at our Housing Solutions Center, Alicia Greco proudly invites me in. Before we even sit down, she is already verbalizing her enthusiasm for the connection to Council for the Homeless, expressing that it feels like her third home.
