Point in Time Count

A one-day census of people experiencing homelessness in Clark County, WA, required by the U.S. Department of Housing and Urban Development and the Washington State Department of Commerce.

2024 Point in Time Highlights

  • 5% overall increase in sheltered and unsheltered homelessness from 2023.
  • 11% increase in sheltered homelessness due to additional bed capacity; 0.4% decrease in unsheltered homelessness (first decrease in 9 years).
  • 33% decrease in unsheltered seniors due to prioritization in Bertha’s Place shelters and Safe Stay shelters.
  • 47% increase in chronically homeless sheltered individuals;
  • 31% decrease in chronically homeless unsheltered individuals.
  • 44% increase in unsheltered homelessness among families with children.
  • 39% of the people counted were Black, Indigenous, and Persons of Color, despite only comprising 19% of Clark County’s population.

The rates of homelessness in Clark County reflect the lack of housing accessible to people with low or limited incomes. There is an increased need for supportive services to help people stabilize and maintain their housing and the need for strategies that target the disproportionate rates of homelessness among people of color compared to white people. Collaboration and increasing resources are key to solving homelessness.
