Honoring Our First Executive Director: Decades of Vision, Leadership, and Lasting Impact
Council for the Homeless proudly joined our community in celebrating a remarkable milestone, the 80th birthday of Gayle Rothrock, our first Executive Director.
Gayle’s story is deeply woven into the history of Council for the Homeless. Her leadership helped transform a bold community vision into an organization that has spent nearly four decades coordinating solutions, building partnerships, and advocating for people experiencing homelessness throughout Clark County. We celebrate the extraordinary legacy she has built for generations of leaders, advocates, and community members who continue this work today.
On August 3, Council for the Homeless gathered with Gayle and the community to celebrate her 80th birthday among her family, close friends, and community leaders. Pictured above, Gayle stands with CFTH Chief Advancement Officer Charlene Welch on the left. In the photo on the right, we see three generations of CFTH Executives as Gayle stands in between Andy Silver (2012-2018), who is now CEO of the Vancouver Housing Authority, and CFTH CEO Sesany Fennie-Jones (2022-present).
In the center photo, Gayle and Charlene are with Kate Altenhof-Long from Church of the Good Shepherd, Rachel Taleff of OPB, and Brad Richardson from the Clark County Historical Museum. This was a time to honor and express gratitude to Gayle for her foundational work with our organization as well as the work she continues to do throughout our community.
A Vision Ahead of Its Time
In 1989, leaders from Clark County, the City of Vancouver, and the Vancouver Housing Authority recognized that homelessness could not be solved by any one organization alone. They came together to combine their resources, perspectives, and expertise, creating a coordinated community response unlike anything the region had seen before.
From that shared vision, Council for the Homeless was born.
Soon after, Gayle Rothrock was hired as the agency’s first Executive Director, and first paid employee. The original job description reflected the immense responsibility she would carry. The ideal candidate needed knowledge of homelessness, existing social services, funding sources and housing legislation. Her office was modest as she only requested a desk, file cabinet, calculator, telephone, personal computer, and a table.
Building a Stronger System
During our 30th Anniversary Luncheon in 2019, Gayle reflected on the organization’s evolution and the collaborative spirit that launched it.
“I’m very proud of the way Council for the Homeless partners and staff have taken our founding framework and made it more sophisticated, stronger, and more responsive to homelessness—which is itself a moving target of social, political, and economic forces impacting people from all walks of life in Clark County.”
She also reflected on the foresight of the community leaders who understood that collaboration would be essential to addressing homelessness.
“The City of Vancouver, Clark County, and the Vancouver Housing Authority were ahead of their time in creating Council for the Homeless to convene partners from all sectors, align efforts and resources, and advocate for policies that would make a positive difference.”
Her words remain just as relevant today.
As homelessness continues to evolve, so does our commitment to strengthening coordinated solutions, expanding partnerships, and ensuring every person in Clark County has the opportunity find a place to call home.
A Legacy That Lives On
What began as an ambitious vision nearly 40 years ago, has grown into a collaborative network of nonprofit organizations, government agencies, housing providers, health care systems, businesses, faith communities, and more, working toward one shared goal.
While our programs, partnerships, and systems have evolved over the decades, the values that inspired our founding remain unchanged: collaboration, compassion, and the belief that everyone deserves a safe, stable place to call home.
Chief Advancement Officer Charlene Welch and Gayle have grown close over the years.
“Gayle is our agency’s biggest fan and a faithful supporter,” shares Charlene. “I have learned a great deal from her about the importance of community building, giving back, and pursuing opportunities and challenges with determination. She is one of my very favorite people.”

In celebration of Gayle Rothrock’s 80th birthday, Council for the Homeless extends our deepest gratitude for her vision, courage, and unwavering commitment to this community. Her leadership continues to inspire our work every day, reminding us that meaningful change begins when people come together with purpose and resolve.
