The Clark County Homeless Action Plan (HAP) outlines a shared community vision and strategy for addressing homelessness. Created through a broad, collaborative process, the plan is a requirement for funding and provides goals and metrics for improving housing access and homeless services across the county.

The current plan was developed for the years 2019–2022, and while it has not yet been updated, progress continues to be tracked annually through public outcome reports. A new HAP, covering 2025–2030, is being developed by a committee led by Council for the Homeless in 2025. Community engagement opportunities for this new plan will be announced via our social media and newsletter.

Outcomes Report: 2019–2023

The Homeless Action Plan Outcomes Report summarizes results from 2019 through 2023, reflecting progress made on key goals such as:

  • Increasing the number of people who secure shelter when requested
  • Reducing the time it takes to move people into housing
  • Expanding access to interim housing options

The report includes data on Emergency Shelter, Transitional Housing, Rapid Re-Housing, and Permanent Supportive Housing.

Please note: While the HAP document was adopted in 2018 and originally intended to guide actions through 2022, many of the principles and goals continue to inform the system.
